PRIVATE NAVY TO TACKLE PIRACY

Insurers in the City of London are finalising plans to establish an independent navy to patrol the Gulf of Arden in a bid to reduce the high insurances caused by piracy. The Convoy Escort Programme (CEP) will be industry led but is being monitored by the international navies.
CEP will be a not-for-profit association and consist of 18 vessels each with a fixed gun position and the authority to engage pirates in battle. Although the fleet will be managed by members of the private and public sector it will be under operational control of the appropriate navy and have to conform to the international rules of combat and engagement.
